RIVER WOODS HOUSING CO-OPERATIVE PARTICIPATION POLICY Approved: AGM – January 23, 2018
PARTICIPATION POLICY PURPOSE: To further define Participation as noted in River Woods Housing Co-operative’s Extraordinary Resolution passed by the general membership on June 24, 1993 and to make it clear that all units have an obligation and responsibility to share in the management and operation of the Co-op.
POLICY:
1. Units with at least two (2) adult members must participate in the Co-op for a minimum of five (5) hours per month, while Units where there is only one adult member are required to participate for a minimum of three (3) hours per month in one or more of the flowing areas:
Join a Committee or be elected to the Board of Directors and attend meetings on a regular monthly basis.
Carry out any assigned duties by a specific Committee or Board of Directors.
Participate in Grounds Clean-up Days, Social Functions, Maintenance Work Days or Give Back to the Co-op Events (i.e. take on delegated tasks such as planning, phone calls, distribution of notices, labour, donation of food or beverages, childcare).
Perform tasks to enhance the appearance of the common property (i.e. maintain common garden areas, clean garbage enclosure, cleaning of stairwells, replace light bulbs in stairwells on a regular basis, power wash common areas, clean up of playground and courtyard areas). Other tasks will be at the discretion of the Board of Directors. Members may not claim more than two (2) hours per month for sweeping pathways.
2. In order to meet their obligations under the Rules, all Master or Associate Members must attend all General Meetings, unless written regrets are received in the Office prior to any given General Meeting.
3. Any Master or Associate Member of a unit who wishes to be exempt from participation in the Co-op must provide the Board of Directors with their written request for an exemption, stating their reasons and length of time required for exemption. Any exemptions will be granted at the discretion of the Board of Directors (In the case of a medical exemption, a doctor’s note may be required).
4. The Co-op recognizes that members have different abilities, skills, limitations and availability. To encourage member participation, the Committees and Board of Directors will provide opportunities for participation whenever possible, other than those listed above, to assist members to fulfill their obligation of Co-op participation. However, the onus remains with the member to seek out duties to perform to meet their requirements.
5. Every unit must complete and submit a monthly Participation Report either via email to the Board of Directors or via the Office mailbox by no later than the first Friday of the following month. Late submissions may not be accepted.
6. Each Unit MUST perform at least 60 Participation Hours (36 hours for units with only one adult member) each fiscal year (October to September) unless exempt by the Board of Directors. For partial fiscal year, the average of 5 (3) hours per month must be achieved.
7. Members cannot go below a 60% average (9 hours) (6 hours) within a 3 month period.
8. The first time a member fails to achieve the requirements of 6 or 7, a letter will go to the member reminding them of their obligations. If a member fails to meet the requirements a second time within a 12-month period, the member will be called before the Board of Directors. Failure to meet the requirements a third time within a twelve-month period would be considered a breach of a material condition of the Rules of the Co-op and may result in termination proceedings being undertaken by the Board of Directors.
